Many reasons to take part

Voluntariness beats coercive means

The Energy Efficiency Agreements are a rational and flexible way, jointly chosen by the state and industries, to achieve national energy efficiency targets without heavy legislation or other coercive measures.​

For companies and public sector entities, the agreement is a flexible and meaningful means to implement energy efficiency measures and investments at their own pace, based on their needs, instead of mandatory legislation.​

The broad coverage and effective implementation of the agreement are prerequisites for the possibility of implementing the EU’s revised Energy Efficiency Directive. Therefore, it is important that a large number of energy users participate right from the start.​

Concessions to obligations

The agreement continuously guides towards better energy efficiency, enabling some companies to partially or entirely fulfill certain legal obligations.​

For example, companies subject to environmental permits that have joined the agreement avoid separate energy efficiency requirements in their environmental permits. Also, entities affected by the new Energy Efficiency Act coming into force in 2025 receive concessions to their obligations by committing to the agreement.​

Various support for participants

Participants receive diverse support to achieve the agreement’s objectives.​

There is a variety of information, support, and guidance available to assist in energy efficiency work. Participants form a large peer network of energy efficiency professionals.​

The government supports energy efficiency investments based on new technology on a case-by-case basis. Participants may, under certain conditions, receive higher discretionary government support for energy efficiency-promoting investments. Municipal sectors, micro-enterprises, and SMEs participating in the Energy Efficiency Agreements can receive increased energy support for Motiva-model energy audits.​

Smart and efficient energy use is a beneficial practice that makes economic sense.​

Lower energy costs improve operational profitability and are reflected in the results. Every euro saved through efficient energy use contributes directly to the bottom line.​

Cost-effectiveness and responsible practices are part of competitiveness. The agreement continuously guides operations towards greater energy efficiency and fits naturally into management systems.​

Targeted energy efficiency improvements support sustainable growth. Under favorable conditions and with proper management, beneficial practices can also become strategic competitive factors or new business opportunities.​

Finland aims to be carbon neutral by 2035 at the latest. Energy efficiency reduces climate emissions and accelerates the transition towards a fossil-free future.​

Even if all the energy we use were entirely emission-free, the importance of energy efficiency would not diminish, as all forms of energy production have environmental impacts.​

Concrete and targeted actions to improve energy use are an essential part of responsibility.​

Commitment to the Energy Efficiency Agreement and its objectives demonstrates responsible action, which interests many stakeholders, from staff and customers to owners and financiers. Similarly, determined and concrete energy and climate work in the public sector is a crucial part of social responsibility. EU legislation also obliges the public sector to set an example through its actions.​

Utilize in sustainability reporting

A company or organization participating in the Energy Efficiency Agreement can utilize the energy and energy efficiency data reported under the agreement as part of sustainability reporting.​

Be part of a functional energy system

Energy efficiency is an essential part of a functional and flexible energy system. Efficient energy use contributes to demand response and helps maintain a cost-effective balance between energy consumption and production at the system level.​

Participants target and obligations

Energy savings target for the participant

  • Upon joining, a company/public sector entity sets a guideline energy-saving target (MWh) for the period 2026–2035, corresponding to 10% of the participant’s annual energy use, with an interim target for 2030 corresponding to 6% of annual energy use.​
  • The target is calculated based on the energy use of a calendar year representing normal operations at the time of joining.​
  • In the target years 2030 and 2035, the participant’s energy use is not required to be lower than at the time of joining the agreement.​
  • If desired, the participant can consider the savings impact of previously implemented and reported energy efficiency measures from 2021–2025 or 2023–2025. In this case, the participant sets a higher energy-saving target (MWh) for 2035 and an interim target for 2030.​

Participant’s obligations

The participating company/municipality includes continuous improvement in energy efficiency as part of the existing or planned management systems or operating plans.

To meet their energy saving targets, when feasible, based on technical and financial provisions and considering the points of view concerning health, security and the environment, the participant is committed to the following:

  • Organizing and planning the measures
  • Clarifying the possibilities for improvement in energy efficiency
  • Implementing cost-effective improvement measures of energy efficiency
  • Taking energy efficiency into consideration in planning and purchasing
  • Training the staff and communicating on energy efficiency matters
  • Annual reporting
  • The participant company/municipality shall strive to implement new energy-efficient technology and increase the use of renewable energy sources.
  • The participant company/municipality shall use the Energy Efficiency Agreement monitoring system for annual reporting on their energy use of the previous year and the related
  • improvement measures and on the implementation of other relevant actions.

Every participant company/municipality shall carry out their measures from their own premises and agree to do their best to achieve the targets. The company-specific measures and obligations are described in more detail in each Action Plan, and for municipalities, they are described in the Energy Efficiency Agreement for Municipalities. These documents are available in Finnish.

What Else Does the Participant Commit to?

The participant commits to the continuous improvement of energy efficiency. The goal is to integrate the ongoing enhancement of energy efficiency into operational plans or existing/adopted management systems.

1. The participant implements the agreement obligations by incorporating them into an existing or newly adopted energy management system.

2. Alternatively, the participant can fulfill the agreement by:

  • Organizing energy efficiency activities and planning, as well as keeping plans up to date.
  • Identifying opportunities for improving energy efficiency and creating a schedule for implementing cost-effective measures.
  • Training personnel and communicating about energy efficiency matters.

3. The participant commits to annual reporting.

Additionally, the participant aims to follow the “energy efficiency first” principle, adopt new energy-efficient technologies, enhance demand-side flexibility, and incorporate energy efficiency guidelines into procurement procedures. This means considering not only acquisition costs but also operational costs and lifecycle expenses.

Each participant takes action based on their own circumstances and commits to making their best effort to achieve the set targets.

This work requires management commitment, setting long-term objectives and targets, as well as their systematic implementation and monitoring.

1. Familiarize Yourself with the Agreement Documents

Companies: Review the energy efficiency agreement, action plan, and accession document relevant to your sector.

Public sector entities: Review the public sector energy efficiency agreement and accession document.

2. Carefully Complete the Required Information

Collect and enter all requested data into the document, including the indicative energy savings target set in accordance with the agreement.

3. Submit Accession Documents for Approval

Companies: Submit the properly completed accession document to the relevant industry association for review and electronic signing.

Public sector entities: Submit the properly completed accession document and joining details to the Energy Authority for review and electronic signing.

4. Verification and Electronic Signature

Companies: The industry association will review your accession document and send an electronic signing request to the designated signatories.

Public sector entities: The Energy Authority will review your accession details and send an electronic signing request to the designated signatories.

5. Welcome Aboard!

A company is officially included in the agreement once the accession document has been signed by both the company and the industry association and delivered to Motiva.

A public sector entity is officially included in the agreement once the Energy Authority and the entity’s representatives have signed the agreement and submitted the signed accession document to Motiva.

Accession to the new agreement period will be possible once the government and industry associations have signed the agreements in October 2025.

The implementation of the agreements will begin on January 1, 2026, and remain in force until December 31, 2035.
