Other agreements

HÖYLÄ IV covered the distribution of heating fuels—that is, properties heated by oil. The agreement was concluded by the Ministry of Economic Affairs and Employment, the Ministry of the Environment, the Finnish Petroleum and Biofuels Association and the largest suppliers of heating fuels. The Oil Industry Service Centre and the Heating Energy Association also committed to implementing the agreement.

The Kutteri II programme was also in effect from 2017 to 2020, implementing the advisory services for biomass boilers required by the Energy Performance of Buildings Directive (EPBD) in Finland. Advisory services covered topics such as the operation and maintenance of bioenergy heating systems and applied to all biomass boilers with a capacity of less than 1 megawatt.

The Bioenergy Association of Finland was responsible for implementing the programme. The activities were steered and funded by the Ministry of the Environment. Advisory services were provided by The Bioenergy Association of Finland, Lämmitysenergiayhdistys ry, Nuohousalan Keskusliitto ry, The Finnish Home Owners’ Association, Häme University of Applied Sciences, JAMK University of Applied Sciences, TTS Work Efficiency Institute, Ariterm Oy, and Laatukattila Oy. Organizations operating in the bioenergy sector had the opportunity to join the programme.
