Significant energy savings through agreements

The 34,500 energy efficiency measures implemented in the business sector, the municipal sector, and the property sector between 2017 and 2025 reduced Finland’s total annual energy consumption by more than 18.6 terawatt-hours by the end of 2025. The annual energy saving of 18.6 TWh achieved by the end of 2025 corresponds to 5.2% of Finland’s total energy consumption in 2025 (355 TWh).

In terms of the energy saved, the largest share consisted of fuels at 48% (8.9 TWh). Thermal energy accounted for 42% (7.9 TWh) of the savings, and the remaining 10% (1.8 TWh) consisted of electricity savings.

How much energy is 18.5 TWh per year?

The annual energy savings of 18.5 terawatt hours achieved through energy efficiency measures exceed the combined annual use of heat and electricity in Helsinki, Espoo and Kauniainen.

This corresponds to the annual energy use of approximately 2.2 million 50-square-metre apartments. In practice, every minute saves an amount of energy equal to the annual energy use of more than four apartments.

How much is one terawatt-hour?

1 terawatt-hour of energy would be enough to light Finland’s roads and streets for an estimated two years.

1 terawatt-hour of energy would suffice, for example, to produce about 1.4 billion 500-gram loaves of bread. Producing this amount would require about 80 medium-sized Finnish bakeries operating for a year.

The largest savings were in fuels and heat

In terms of the energy saved, the largest share consisted of fuels at 48% (8.9 TWh). Thermal energy accounted for 42% (7.9 TWh) of the savings, and the remaining 10% (1.8 TWh) consisted of electricity savings. In recent years, electrification has increased electricity consumption and reduced the calculated amount of electricity savings.

Energy cost savings

By the end of 2025, these measures had reduced the annual energy costs of the participating companies and municipalities by a total of nearly 890 million euros. The largest annual cost savings of the period were achieved during the first year of the agreement 2017, as well as during the energy crisis of 2022 and the following year, 2023.

State support for investments

Between 2017 and 2025, the state granted a total of €167 million in energy aid to the participating parties. Subsidies were awarded to a total of 1,552 projects.
