Finland delivering strong results – a new high in energy savings
In 2017–2025, companies and municipalities participating in the Energy Efficiency Agreements achieved substantial annual energy savings of 18.6 terawatt-hours.
This is the largest amount of energy savings ever achieved through the Energy Efficiency Agreements. It corresponds to nearly the annual energy consumption of Finland’s entire stock of apartment buildings.
The savings were achieved through approximately 34,500 energy efficiency measures implemented by the participating companies and municipalities during the agreement period.

The participating organizations form a skilled and diverse network of energy efficiency experts. During the 2017–2025 agreement period, participating organisations designated approximately 2,000 people responsible for implementing energy efficiency work at organisational or site level.

Long history of agreements
Energy use has been improved on a voluntary basis in companies and municipalities for years. Since the 1990s, energy efficiency agreements have been the primary means in Finland of improving energy efficiency and meeting the EU’s strict obligations regarding more efficient energy use.

Our way of meeting the EU’s energy efficiency obligations
The Energy Efficiency Agreements are a jointly chosen approach by the Government and industry sectors to meet the EU’s energy efficiency obligations through a flexible and goal-oriented model with annual monitoring that complements legislation.
Voluntary yet goal-oriented
Joining an agreement is voluntary, but participation is goal-oriented and systematic. Participants set an energy savings target, implement energy efficiency measures and report annually on their energy use and the savings achieved. The work is supported by advice, training and access to government investment aid.
Accelerating the clean transition
In addition to improving energy efficiency, the agreement system has a broad impact on other major societal development trends. The agreement encourages participants to adopt new technologies and make investments; this helps create a market for energy-efficiency solutions and supports clean growth in Finland.
